B.2 Consolidation and redirect map: 341 rows
The plan redirects 179 rows (301) to the closest matching page and removes 162 rows (410). Ship the map in 4 stages (Part 6, step 3). Stage 1: 15 redirects now. Stage 2: 35 as the locale hubs gain rows. Stage 3: 129 as the 6 new pages go live. Stage 4: the 162 removals, after E-ITA reviews the fold and kill lists. The Planned action column is the deploy plan, not the current state. The live columns show what each old URL and target returned on 2026-10-05. This map covers all 311 fold and kill URLs from Table B.1 plus 30 URLs that have no verdict row. The 30 are 14 rental-brand guide redirects, 4 legacy aliases, and 12 pre-migration paths from GA4 landing-page data. Those paths sent thousands of sessions into 404s. The -uk/ path had 3,250 sessions and 252 key events in 2026 YTD. The 18 retired /translations/ pages wait on the decision about the university (.edu) links that point at them (Part 4). The 5 regional hub targets and the car-rental guide target are new pages. They returned 404 on 2026-10-05. Build them before the rows that point at them ship. 15 rows can ship now, including 11 of the 12 pre-migration rows (-uk/ to /united-kingdom/ among them). The 35 rows that fold translated country pages into /es/, /fr/, and /ar/ ship as each locale hub gains a row for that country. Only the /international-drivers-license-eu/ pre-migration row waits for /europe/.
How much traffic the map touches
12 months is 2025-10-01 to 2026-10-02. The last 28 days is 2026-09-05 to 2026-10-02. Search clicks come from Search Console and GA4 sessions from GA4 (all channels). The whole site means every page on e-ita.org and www.e-ita.org, the same base as each row. The order, apply and support subdomains are left out. GA4 recorded no sessions from 2026-07-02 to 07-27 (Part 2.5), so the session figures for every row and for the whole site leave out those days. A fold is a 301, so visitors to a folded URL still reach the hub that takes its place. Most of the 12-month sessions on the stage 1 URLs fall in October to December 2025: /international-drivers-license-uk/ had 35,909 sessions in those 3 months and 32 in the last 28 days. GA4 estimates sessions separately for each date range. So figures for parts of a period can differ from the whole by about 1% (Google Analytics Help, About data sampling). Each URL's own figures are in the four stage CSVs.

Why the kills return 410, not 301. Sending a removed page to the homepage looks safe, but Google can treat a redirect to an unrelated page as a soft 404. Also, visitors who click expecting a specific page land somewhere else. Google treats a 410 the same as a 404 (“All 4xx errors, except 429, are treated the same”, Google, HTTP status codes and Google’s crawlers). Either one takes the URL out of the index. The plan uses 410 because it says the removal is deliberate. A custom 410 page can still tell the visitor the page is retired and point them at the nearest hub. That is why the 162 kill rows return 410.
